Compensation for Enslavers

1834

sir edward codrington

In view of the Jamaica uprising of December 1831 / January 1832 and the campaigning of abolitionists, the British government abolished enslavement in most British colonies in 1834. The 1833 Abolition Act gave the enslavers £20 million in compensation; enslaved Africans received nothing.

At a time when the British state was much smaller, the £20 million represented 40 per cent of annual government expenditure. £15 million of the £20 million was raised in a loan led by Rothschilds (the bankers); the rest was paid through the issue of government stock direct to enslavers. (In 2013, the £20 million would be worth over £20 billion).

Over the years that followed the 1830s, the British people paid the debt-service largely through taxes on consumption of basic foods and drink. The compensation was divided among the enslavers according to how valuable the enslaved Africans were. About half of the compensation was paid directly to absentee enslavers in Britain. They included over 100 Members of the Houses of Parliament between 1820 and 1835; and included 160 Church of England ministers. They were all identified in the records of the Compensation Commission either as owners, trustees or executors. The compensation money, the final pay-off to the slave-owners from enslavement, helped to build railways, country houses, to fund art collections and charities, and to build modern Britain.
